My understanding is that by passing the "verification" you allow them to charge you with any amount at any time later. Well, I "verified" my PayPal and got some reviews with 0 stars while they were 10 on Scriptlance resulting in average rating going down.

I moved to Freelancer.com because it seemed better for working to regular customers (it has "horly rate" project type and some invoicing system). Of course, I didn't have an idea they used to treat users as rightless animals. Can you imagine, they don't write it on the front page?)))
If you don't like Scriptlance withdrawal delays and like Freelancer.com so much, why did you stay on Scriptlance here until now?
No, you don't have to do a research for me))) There is no rule restricting affiliates from having projects with each other. I read those rules 10 times just to find out they simply lie to me.
I worked with the customer for more than a year here on Scriptlance and then about a month on Freelancer.com. If this is what you call "non verfied member", then what "verified member" stands for?
They simply were removing my withdrawal request w/o a notification to me or to the customer. Do you call such a behavior "Delays in payments"?
Where in the Freelancer.com's rules it is stated that developer or customer must pass the verification before having a project on the site? How on Earth can I pass it at the moment I want it and not at the moment they locked my account? You're cooking up new "rules" just like Freelancer.com support did when they said affiliates can't have projects with each other on their site (that's another issue I had during a very short period of time). Go figure where there is such a weird rule in their terms & conditions. Nowhere!
As for the customer, I'm not sure what "payment verified" means exactly on Freelancer.com (and I can't find a clear explanation in their docs, can you?). I received payments from the customer previously and later with no problem.
So, this is not me who got scammed, I just suffered from their feudal way of doing things and decided to go back to Scriptlance.
To close the subject, I just wanted to warn everybody that Freelancer.com have problems and catches worse than withdrawal delays. If you believe that your luck will save you from that, then go on your luck.
