I'm agree with ts2001, But if it's not possible to implement this feature at least avoid choosing min budget! Let buyers to choose only maximum budget!!

But fake bids are really a big problem and it's not easy report all of them! 
Nice idea! Really will help both programmer and buyer!
Really good idea, but better if limit it, for example allow only one review revision and only this option will be available for example for 3 days after date in which review placed first time.

But when buyer choose minimum budget is $100, why some programmers will bid $10 ? In most cases the low bid is the reason to cancel the project. 
But it's just my idea, maybe you guys are right. But i'm sure quality of bids are too important for future of Scriptlance.

Now please look this project (It's just an example, you can find many projects like this):

You see project budget is $25-$65 but lowest bid is $45, so a new programmer still will find many cases like this to improve himself,

If you see many of new programmers just bid on a project before check project requirements, because they don't care if buyer give them a bad review they can just open a new account!! I'm pretty sure that cancellation rate for low bid projects is too high.

I'm not agree with you,


1) If no one bid lower project budget, bids will become more real, For example when progect budget is $100-$300 and a new programmer (with no review) bid $100, a programmer with good reviews never will place the same bid! In this case the buyer have choose to select new programmer with minimum bid or a reviewed programmer with higher bid

2) In most times the programmer who placed a bid under minimum project budget, can't complete the project, he only placed a bid to get the work, this way many buyers will leave Scriptlance with a bad experience and we all will lost a buyer

3)New programmers will always have chance to get their first work, if they have really talent
